My tendency would be to agree with you, Midnight...BUT let me just throw out this suggestion for an actor who really is good enough to do Garcia justice (and so, will probably NOT get the role):

Philip Seymour Hoffman.

If he got the role and really gave it his all, I believe we could get an excellent portrayal of Jerry.

Let me muse on the rest of the "dream-cast":

Bobby: Gordon Leavitt (3rd Rock from the Sun; Inception; Brick)

Phil: The guy who played Gareth on the original BBC version of "The Office."

Pigpen: Zack Gillifinakis

Mickey: Josh Brolin

Billy: Bill Murray

Keith: Alan Moore (OK, he's a comic book writer and not an actor...but he looks a lot like Keith did.)

Donna: Zoe Deschanel (altho' they'd have to alter her vocals to go from "on" to off-key.

I respect that - I suppose he would be the best choice I can think of, too. But I still would be extremely skeptical about his ability to pull it off, despite the fact that Hoffman is an excellent actor.
